The "and" of 4 doesn't always or even mostly have to be accentuated with unison snare/cymbal hits, at least not in my experience of listening or playing big band music or, well, music in general.

It would be hard not to play the Steve Gadd double stroke roll going into those hits right before the sax solo. Especially if you've seen that damned video thousands of times like most of us have. So, I guess, kudos to Potter for not doing that? Or anything else that Gadd did on that song for that matter.
