I think it´s Vinnie for his aspect and some drum arrangements but his arms angles playing hihat and snare confuses me.
His playing is awesome.
Video quality is bad, specialy for identifying the drummer.
Is he Vinnie or maybe Anton Fig?

No idea who it is but he's layin it down hard, no doubt.
I saw Rufus open for Earth, Wind and Fire here in Nashville a few years back and JR was doing the gig. Chaka Khan was just BLISTERINGLY good. The whole band killed it but I was blown away by her voice and amazed that after all these years of singing and reaching those stratospheric notes that she sounded even stronger now. Most singers lose their top end range as they get older. Especially ones who are known for being able to get way up there. Steve Perry, Robert Plant, Brian Johnson....all guys who could get WAY up there and now they just can't get there anymore. They've put too many hard miles on the voice and it's evident. But Chaka was not only nailing the stuff but pushing above it. It was almost like she was saying "Ya'll thought this voice would be ragged and worn out by now huh? Gitchu summa THIS!" She was dead on, oozing soul and just making it look and sound effortless. Amazing.
And what can you say about JR? He flat killed it all night. First time I ever got to hear him play live and I walked away amazed. He's a master.
